By using his Gum-Gum abilities and coming up with a clever plan to defeat Enel, Luffy was able to emerge victorious in their battle. **

Luffy is able to hit Enel despite his ability to turn his body into lightning because Luffy possesses the Haki ability known as Kenbunshoku Haki, also known as Observation Haki. This Haki allows Luffy to sense and predict his opponent's movements, enabling him to anticipate Enel's lightning-based attacks and land hits on him. Additionally, Luffy's rubber body also plays a role in allowing him to withstand and counter Enel's electric attacks. **
